MediaPipe Tasks Core 1.0.0 modification notice

This copy is based on MediaPipe Tasks Core 1.0.0, distributed under the
Apache License 2.0.

Morrowware changed the binary distribution as follows:

- TasksStatsLoggerFactory selects MediaPipe's no-operation
  TasksStatsDummyLogger.
- The remote usage logger, its generated logging messages, and its Google
  Data Transport dependencies are not distributed.
- TaskRunner releases partially initialized resources on creation failure,
  completes resource teardown before reporting close errors, and exposes
  cancellation followed by close for tasks whose callbacks do not arrive.

The telemetry changes disable transmission of MediaPipe usage and performance
metrics. The lifecycle changes affect resource cleanup and cancellation;
they do not change the models or normal inference results.
